The European Bank for Reconstruction and Development provided financing to Georgia,
which was on loan to Tbilisi City Municipality for the benefit of Tbilisi Transport Company
Ltd. The funding enabled the upgrade and rehabilitation of 10 of the existing 23 metro
stations.

The overall objective of the Assignment was to provide the Bank with the information,
analysis, and recommendations it needed to comprehensively assess, structure, and
approve the Project.
Spectrum was a subcontractor to Egis International, which led the project.

The assignment's principal objective was to identify and justify an investment
program suitable for financing by the Bank. The Consultant collected information about all
relevant aspects of the Project, including economic, demographic, operational, and
institutional information, establishing a baseline to which the Project could be compared.
The Consultant provided a financial and economic analysis of the Project, including
financial projections and modelling as required. The EBRD Environmental and Social
Policy (2019) categorized the project as B. The Consultant carried out an Environmental
and Social Assessment (“ESA”)
